Vessel A is trawling and vessel B is laying a cable. Both are underway in open water, in sight of each other, neither is overtaking, and risk of collision exists. Which keeps out of the way?

A, the trawler, so far as possible. Rule 18 sets an order of responsibility. A vessel engaged in fishing must, so far as possible, keep out of the way of a vessel not under command and a vessel restricted in her ability to manoeuvre, which is what the ball, diamond, ball of the cable layer shows. Sailing vessels keep clear of all three, and power-driven vessels keep clear of all four.
