These two motor boats are in clear visibility and risk of collision exists. B is the stand-on vessel, but A is doing nothing. When is B first allowed to manoeuvre?

As soon as it becomes apparent that A is not taking appropriate action. Rule 17 has three stages: first the stand-on vessel must keep her course and speed. She may take action by her own manoeuvre as soon as it becomes apparent that the give-way vessel is not taking appropriate action. Finally she must take whatever action will best help to avoid a collision when she is so close that the give-way vessel alone can no longer avoid a collision.
