In thick fog you hear another vessel's fog signal, apparently forward of your beam. You cannot tell whether there is a risk of collision. What does Rule 19 require?

Slow to the least speed at which you can keep your course, stop if necessary, and proceed with extreme caution. Unless you have established that there is no risk of collision, Rule 19(e) says reduce speed to the minimum at which the vessel can be kept on her course, take all way off if necessary, and navigate with extreme caution until the danger is over. Sound is a poor guide to direction in fog, so do not alter course on the strength of it.
