The wind is blowing directly against the tidal stream. What does that do to the sea?

Makes the waves steeper, shorter and rougher. Wind against tide stands the waves up into a short, steep and sometimes breaking sea, worst off headlands and in harbour entrances. When the stream turns to run with the wind, the same patch of water usually becomes less steep.
